A sweet structure begins from the point when service is added to consciousness. Service can construct a beautiful capital, a beautiful country.
It is there, and you have only to feel it, enter, and take up your appointed service.
You will think: “This is my home! This appointment feels very friendly to me. Now I have come home.”

My impression is that Srila Guru Maharaj is speaking about the jiva:
The jiva has consciousness by nature and the nature to be a servant of Bhagavan, but under anadi-avidya the jiva has no awareness of its nature to be a servant of Bhagavan, but when the jiva, fortunately, does come to be engaged in service to Bhagavan, then this creates a beautiful and fulfilling “construct” of experience for the jiva where it finds complete fulfillment, or “home comfort” as Srila Guru Maharaj has also described it, and without that engagement in service, then the jiva just remains in ignorance and suffers.
